What is SWEP?

The Severe Weather Emergency Protocol (SWEP) is a humanitarian response used by local authorities and homelessness charities in the UK. It aims to provide emergency accommodation for rough sleepers during extreme weather conditions to prevent loss of life. Typically, it is activated when temperatures are forecast to drop to 0°C or below for three consecutive nights, though many councils now have more flexible triggers.
